Austinville Water Treatment Plant

PILLAR joined forces with several other engineering firms to help in the design and construction of the new water plant on the New River. PILLAR’s responsibility in the project included boundary and topographic survey and plats for design and construction inspection for the three divisions. Division I consisted of the plant and intake construction; Division II included the installation of the 30” raw and 24” finish water line; and Division III encompassed the hanging of a 24” concrete insulated steel pipe on a steel girder bridge crossing the New River. The $17 million plant went operation six months ahead of schedule in January 2009. At full capacity it can treat and distribute four million gallons of water per day.

Deerfield Subdivision

PILLAR worked in conjunction with Hill Studio, P.C. (during Phase I) to design this 28-lot subdivision on eight acres off of East Lee Highway in Wytheville. After the site design phase, PILLAR partnered to completed construction administration with Hill Studio and performed third party inspection for the owners. This project is unique in that it is the first subdivision built in Wytheville to utilize Low Impact Development (LID) techniques. Utilizing LID with underground storage champers eliminated the need for a stormwater detention basin at the entrance thereby creating a commercial lot for future use. Because of the unique stormwater control measures, each lot was graded to within expected finished floor elevation. Foster Falls Staking

Foster Falls State Park, ,

Construction survey and stakeout included approximately 925 linear feet of concrete sidewalk, 80 linear feet of brick sidewalk, 625 linear feet of curb line, a paved parking area, gravel entrance drives, light poles, underground electrical and telephone lines, water lines, a sanitary sewer line with structures and cleanouts, a bioretention area with drainage structure, and an event area.  This is DCR project of updating and converting an historic former hotel (1887-1888 to 1914), girls’ school operated by the Abingdon Presbytery (1919), and orphanage (1938) into a bed and breakfast.

French Marina

Located on the banks of Claytor Lake in Pulaski County, Virginia, between Hiwassee and Allisonia, French Marina is a private marina designed to have 91 boat slips as well as dry storage during the off season. Pillar worked with the client and submitted all of the necessary permit and regulatory review requirements on behalf of the client, including permits for septic, marina facility. We submitted the required documentation for Appalachian Power to submit to the Federal Energy Regulatory Commission for facility approval. Along with the marina, we also obtained permits for shoreline stabilization. Pillar worked with the county to develop an erosion and sediment control plan and obtain site development approval through the Pulaski County Planning Commission via a Special Use Permit. Pillar performed all the surveying services including boundary, topographic and location.

Gatorade Processing Plant

Wythe County Progress Park, ,

Located on Lot 13 in Wythe County’s Industrial Park (Progress Park), this new state-of-the-art bottling/processing plant encompasses more than 21 acres of the lots 134 acres under one roof for the first phase.  Pillar was contracted to perform the boundary and topographic survey of lot 13, locate soil bore holes for the design firm and complete an ALTA survey.  We also performed quality control stakeout for the 975,000 square foot plant.

Heritage Walk

Pillar provided a topographic survey for Phase I of the Heritage Walk project in Wytheville, Virginia. The walkway, once completed, will cover three quarter of a mile in the downtown area and will connect two primary parks within the town (Withers and Elizabeth Brown). Additionally, it will connect with the Historic Walking Trail, and eventually to the Reed Creek Mill. Heritage walk provides improved aesthetics and safety. Enhances local festivals and events, and will allow for ease of pedestrian access to historical sites and points of interest. Funding was provided through a grant from the Virginia Department of Transportation. Final project cost is $461,000.

High Meadows Apartment Complex

Located in Wytheville Virginia off of Main Street, this 60 unit (7 building) apartment complex posed significant site challenges because of its upward sloping grade and low lying wetlands. Underground stormwater detention chambers are utilized underneath a parking lot in order to maximize units. A ten foot high segmental block retaining wall was also utilized to gain an additional ten units. This project was completed using VHDA monies which meant that a certain number of units and site amenities are handicap accessible and meet ADA requirements. Pillar also performed all the site construction survey layout.

Hillcrest Redevelopment

Pillar was contracted by the Hope Ministries of Wytheville to design site plan renovations to an existing apartment complex to obtain VHDA funding.  The complex was neglected for some time and showed serious signs of degradation along with accessibility issues for handicap and non-handicap persons.  We performed topographic and boundary survey for the site design.  Challenges included optimizing parking, changing parking lot grade and elevations to conform to ADA requirements as well as adequately drain the site and make the hardscape features more aesthetically appealing.  We worked closely with the architect with egress and stair elevations.

Hospital Hills Medical Park

PILLAR was commissioned to provide turn-key services on 18 acres of land behind the Wythe County Community Hospital for development of a medical park. The land had previously been subdivided into lots with an established road corridor. Utilizing this layout, PILLAR designed the road, water, and sewer for Phase I of this project to accommodate the Wythe Medical Associates parcel. While all parcels are gravity fed into a sanitary sewer line, a package grinder station was installed to pump the sewage to an existing manhole in the Wytheville Commons Shopping Plaza. In addition to providing the design, PILLAR also supplied project management and inspection (QA/QC). PILLAR produced contract bid documents; facilitated the pre-bid, bid opening, and preconstruction meetings; performed site inspections and reviews; and processed the contractor’s progress pay estimates. Pillar was engaged by Front Range Mobility Group (consortium of ACS Infrastructure Development, AECOM Capital and Hochtief PPP Solutions North America, Inc.) to serve as Technical Advisor, providing O&M Technical Proposal writing and review of project documents and cost estimate assistance. Project services included providing an extensive Snow and Ice Control Plan.

I-81 Truck Rest Area Sink Hole

,

Pillar was hired by the contractor who performs maintenance and upkeep of the rest areas for the VDOT Bristol District to design repairs for a sink hole which appeared at the I-81, Exit 14 Truck Rest Area. Excavation found a sink hole underneath a run of storm sewer piping, which had collapsed and was contributing to the subsidence of pavement.  The sink hole was excavated as wide and deep as possible without having to bench or lower equipment into the hole.  It was then chocked with larger rock and layered with progressively smaller diameter aggregate.  The storm sewer pipe was re-laid and the subgrade brought up to subbase level with concrete pavement being repoured level with the surrounding pavement.

I-81 Truck Rest Area Stormwater Basin Repair

Pillar was hired by the Contractor who performs maintenance and upkeep of the rest areas for the VDOT Bristol District to design repairs to the stormwater detention basin at the I-81 Exit 14 Truck Rest Area. The existing basin was not functioning as originally designed and had fallen into disrepair. Sinkholes had formed and erosion had occurred which prohibited the structure for operating as intended. Pillar designed corrective measures to address the causes of its non-functioning. This included topographic survey and location survey of the existing basin.

Jellystone Campground

Located on the banks of the New River in Wythe County near Foster Falls, this 58 acre site will eventually have 93 RV sites, 15 tent sites, 27 yurt sites, 37 rental cabins, lodge, outdoor amphitheater, water slide, put-put course, and boat rental. Pillar performed the site layout taking into account water quality treatment requirements of surface run-off, erosion and sediment control measures, steep grades for roads, terracing of sites, flood plain issues, clearance issues for bridges and multiple drainage zones. The Department of Conservation and Recreation was involved heavily on this project as the New River State Trail, a recreation trail converted from an old railroad line, dissects this property. Special permits and design considerations with utility, vehicle and stormwater crossings were needed as well. Long Meadow Road Design

An existing private road, Ferby Lane, within Long Meadows subdivision was re-designed to meet Virginia Department of Transportation standards for acceptance into the secondary road system for maintenance. Surveying services included obtaining existing topographic and planimetric information. VDOT standards included grading, road plan and profile, and a ditch design with stormwater controls and measures. Ferby Lane will serve four lots.

Additionally, an Erosion and Sediment Control Plan and Narrative, as well as a Stormwater Pollution Prevention Plan (SWPPP), were developed. Sight distance verification was performed in conjunction with VDOT for complete sight and stopping distance review and checks for the intersection of Ferby Way and State Route 52.

Lot 8 Commonwealth Drive

PILLAR’s completed boundary, ALTA/ASCM, and topographical surveys as well as site plan for development of a 4,600 square foot commercial building located within in the Wytheville Commons Shopping Center.  Plats were also prepared to show prospective sewer easements.  Civil engineering included placement of the building with finished floor elevation; dumpster location and layout; sidewalk and parking space location and layout; parking lot pavement section; ADA-compliant grading plan; final surface elevations; utility connections; necessary landscaping; erosion and sediment control and narrative; and construction details for site grading and preparation of building the storefront.  The possibility of parking space variances was also investigated.  PILLAR’s survey team also completed stakeout for construction.

New River Oaks Subdivision

Located in the valley between Stoots Mountain and Little Mountain just off the New River in Carroll County Virginia, this 252 acre tract of land is being subdivided and developed into a gated 165 lot recreational subdivision. Steep terrain along with the presence of numerous streams and some wetland areas made this subdivision interesting for stormwater run-off control and road design. Both Department of Environmental Quality and US Army Corps of Engineers are involved because of jurisdictional control. An abandoned strip mine has also posed some challenges with land use. Phase I includes approximately 3.5 miles of road, 80 lots, 2 stormwater retention basins, and numerous culvert piping.

Both companies bring different assets to the project but with their knowledge and experience relevant to P3 work they are able to exceed the expectations for this project. The projects services include technical advice; development of the consortium OM&R plan; assistance and ongoing review comment to the Consortium’s OPEX & CAPEX model of detailed pricing for all the activities and resources required from the OM&R plan and as needed to fulfill the project requirements; preparation of a separate parallel stand-alone OM&R estimate in the form of an Excel workbook; development of all OM&R and Rehabilitation related Project Technical Proposal submittal sections as outlined in the Project Documents; and attendance of the LTA Kickoff Meeting and design team meeting.

Pillar, Inc., alongside Herlich consulting, LLC, provided operation and maintenance advising services for the East End Transportation Group for Highway 407 East phase 2 project in Toronto, Ontario. Both companies bring different assets to the project but with their knowledge and experience relevant to P3 work they are able to exceed the expectations for this project. The projects services include technical advice; development of the consortium OM&R plan; assistance and ongoing review comment to the Consortium’s OPEX & CAPEX model of detailed pricing for all the activities and resources required from the OM&R plan and as needed to fulfill the project requirements; preparation of a separate parallel stand-alone OM&R estimate in the form of an Excel workbook; development of all OM&R and Rehabilitation related Project Technical Proposal submittal sections as outlined in the Project Documents; and attendance of the LTA Kickoff Meeting and design team meeting.

Progress Park - Gator Lane

Pillar’s inspection department was hired by the county to inspect and oversee the construction of a new road leading to the Gatorade Processing Plant in the County’s Industrial Park (Progress Park). The project also included a railroad crossing. We performed site visits and provided progress reports with payment qualities to the County.
