Working for ACS, Inc., we reviewed the proposed roadway layout and the contract performance requirements to determine an optimal snow and ice plan complete with material usage, equipment needs and labor costs.

The Signature-on-St. Lawrence Group, consisting of ACS, Inc., SNC-Lavalin Capital and Hochtief, started construction on this project in July of 2015. The $1.75B job involved replacing a major bridge over the St. Lawrence River near Montreal. The team chose Pillar to write the O&M manual for the two-phase operations schedule.

Pillar, Inc., alongside Herlich consulting, LLC, provided operation and maintenance advising services for the East End Transportation Group for Highway 407 East phase 2 project in Toronto, Ontario. Both companies bring different assets to the project but with their knowledge and experience relevant to P3 work they are able to exceed the expectations for this project. The projects services include technical advice; development of the consortium OM&R plan; assistance and ongoing review comment to the Consortium’s OPEX & CAPEX model of detailed pricing for all the activities and resources required from the OM&R plan and as needed to fulfill the project requirements; preparation of a separate parallel stand-alone OM&R estimate in the form of an Excel workbook; development of all OM&R and Rehabilitation related Project Technical Proposal submittal sections as outlined in the Project Documents; and attendance of the LTA Kickoff Meeting and design team meeting.

The project included rehabilitation and long-term maintenance of 558 various local bridge structures located throughout the Commonwealth of Pennsylvania.

The project was ultimately shelved by the NevadaDot as a P3 and was later procured as a conventional design-build

Pillar teamed with Herlich Consulting to provide our O&M Technical Advisory Services to Blueridge Transportation Group (consortium of ACS Infrastructure Development, InfraRed & Shikun & Binui Ltd.). Our deliverables included O&M Technical Proposal writing and review of project documents and cost estimate assistance. Blueridge was the preferred offeror and the project reached Financial Close on May 9, 2016.

Working for Plenary Group Canada Ltd., Pillar, Inc. performed a bottom-up O&M estimate with all labor, material and equipment costs to maintain a seven-mile stretch of dedicated bus transit way, including all parking lots and facilities. The project included snow removal, which was part of the O&M estimate, as well as a rehabilitation cost estimate for the 30-year concession. The project went to bid April of 2016 and our client was chosen as the successful proposer due in large part to the maintenance pricing regime.
