Austinville Water Treatment Plant

PILLAR joined forces with several other engineering firms to help in the design and construction of the new water plant on the New River. PILLAR’s responsibility in the project included boundary and topographic survey and plats for design and construction inspection for the three divisions. Division I consisted of the plant and intake construction; Division II included the installation of the 30” raw and 24” finish water line; and Division III encompassed the hanging of a 24” concrete insulated steel pipe on a steel girder bridge crossing the New River. The $17 million plant went operation six months ahead of schedule in January 2009. At full capacity it can treat and distribute four million gallons of water per day.

Deerfield Subdivision

PILLAR worked in conjunction with Hill Studio, P.C. (during Phase I) to design this 28-lot subdivision on eight acres off of East Lee Highway in Wytheville. After the site design phase, PILLAR partnered to completed construction administration with Hill Studio and performed third party inspection for the owners. This project is unique in that it is the first subdivision built in Wytheville to utilize Low Impact Development (LID) techniques. Utilizing LID with underground storage champers eliminated the need for a stormwater detention basin at the entrance thereby creating a commercial lot for future use. Because of the unique stormwater control measures, each lot was graded to within expected finished floor elevation. Hospital Hills Medical Park

PILLAR was commissioned to provide turn-key services on 18 acres of land behind the Wythe County Community Hospital for development of a medical park. The land had previously been subdivided into lots with an established road corridor. Utilizing this layout, PILLAR designed the road, water, and sewer for Phase I of this project to accommodate the Wythe Medical Associates parcel. While all parcels are gravity fed into a sanitary sewer line, a package grinder station was installed to pump the sewage to an existing manhole in the Wytheville Commons Shopping Plaza. In addition to providing the design, PILLAR also supplied project management and inspection (QA/QC). PILLAR produced contract bid documents; facilitated the pre-bid, bid opening, and preconstruction meetings; performed site inspections and reviews; and processed the contractor’s progress pay estimates. Progress Park - Gator Lane

Pillar’s inspection department was hired by the county to inspect and oversee the construction of a new road leading to the Gatorade Processing Plant in the County’s Industrial Park (Progress Park). The project also included a railroad crossing. We performed site visits and provided progress reports with payment qualities to the County.

Pillar’s inspection department was hired by the county to inspect and oversee the installation of a rail spur line into the County’s Industrial Park (Progress Park). We performed site visits and provided progress reports with payment qualities to the County.

Progress Park Reed Creek Interceptor Sewage Line

Wythe County Progress Park, ,

Pillar was hired by Wythe County for full time inspection of the installation of a new sewer line and pump station from Progress Park to an existing main. We observed installation, testing, water monitoring of the new line as well as helped solve field problems as they arose. We reviewed the Contractor’s pay schedule for accuracy and acceptance as well as provided daily logs of progress and material documentation.  Special construction circumstances included boring under Norfolk & Southern Railroad and boring under Reed Creek.

Super Dollar Grocery & Dollar General Parking Lot

The owners of the building and parking lot contracted with Pillar to design pavement rehabilitation measures for the existing parking lot as well as incorporate new lighting and corrective drainage issues.  We utilized pavement matting to limit the reflective cracking and the amount of asphalt to resurface the lot.  New light pole foundations were designed and two existing foundations were retrofitted for re-use.  Pillar not only inspected the work, but we project managed this job by developing contract documents and helped in selection of the contractor.

USDA Rural Development Inspections

Statewide,

Pillar, Inc. was contracted by the USDA to provide construction inspection services on an as-needed basis and provided all resources necessary to accomplish the required services for a 12 month period throughout various areas within the Commonwealth of Virginia. The inspection services included observing on-site construction in progress to verify how the work is proceeding; recording all building components, construction practices, and material storage/delivery practices which may not be in compliance; reviewing and verifying that projects meet all mandatory requirements; preparing reports in prescribed formatting of findings; communication with the RD Engineer/Architect weekly; and attendance of monthly progress meetings.

Wythe County 20" Water Line Extension

A new 20” water line which will eventually tie into the Austinville Water Plant and service Wythe County’s Industrial Park was installed. PILLAR was awarded the full-time inspection job to monitor and inspect the contractor’s installation procedures and final work product. Observation of installation, testing, and water monitoring was carried out. Assistance and guidance were provided to help solve problems in the field as they arose. PILLAR reviewed the contractor’s pay schedule for accuracy. Daily logs of progress and material documentation were provided.
